Minutes taken by The Clerk Mrs Val Austin for the Parish Council meeting at Wyberton Parish Council, which was held on Wednesday 13th March 2024 at 7pm in Wyberton Community Centre 
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)

Present: Cllr Mike Sharp (Chair), Cllr Jason Stevenson (Vice Chair), Cllr Richard Austin, Cllr Steve Slater, Cllr David Williams, Cllr Maxine Stones (arrived 19:12pm) and the Clerk Val Austin. 

One member of the public was also present. 

The meeting was called to order at 19:00pm

1.   Chairman to open meeting: Hello and welcome to you all, thank you for attending this meeting. 

2.   Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting:  

•   Cllr Hev Ainsworth – Illness.

3.   Public Forum: To resolve to suspend the meeting for a maximum of 10 minutes to allow members of the public to ask questions or make short statements to the council.

•   One members of the public was present, only to observe.  

4.   Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests: 

•   No interests declared 

5.   Minutes of the Parish Council meeting held on Wednesday 14th February 2024- To resolve as a correct record and to authorise the Chairman to sign the official minutes. 

•   Cllr Jason Stevenson proposed and Cllr Richard Austin seconded for Cllr Mike Sharp to sign the minutes. 

6.   Lincolnshire County and Boston Borough Councillors – Reports to be sent to The Clerk prior to the meeting. 

a)   Cllr Mrs Alison Austin:   

•   Cllr Alison Austin sent her apologises. Notes read out by Cllr Mike Sharp.
•   See appendix A below.  

b)   Cllr Mr Richard Austin:

•   Nothing much to report
•   Wombles big clean up on 17 March 2024
•   D-Day landing memorial on 6 June 2024, there will be a Beacon Lighting, flag raising in Boston
•   Cllr Steve Slater, mentioned the Love your Neighbourhood campaign that Boston Borough Council are running. Best Kept Garden etc. 

c)   Cllr Mr Chris Mountain: 

•   Not present, no report received

7.   Update on Items from previous items: 

7.1 -   LHP Land Parthian Avenue Village Green / Play Area – Ongoing – 

7.1.1 - Update - Work to commence W/C 25th March 2024. The clerk is waiting for the pre-meeting date to be set.

7.1.2 - LHP – Cllr Mike Sharp is happy with the licence issued by LHP 

7.1.3 – Cllr Steve Slater mentioned that the grass is being cut ready for installation. 

7.2.   Footway Lighting – Update – With Information Collated from the councillors walk around. 

7.2.1 -   After discussions, the clerk and Cllr Jason Stevenson, to go through the lists received and present to councillors at the next meeting in April for a decision to be made. 
      
7.3.   Speeding – Note: Councillor Alison Austin has advised that she is meeting the local highways officer to discuss several matters, including the A52.  See Report below. 

7.4.   Newsletter – Cllr Steve Slater – Update

7.4.1 - Cllr Steve Slater showed the councillors a draft of the newsletter. Adverts to be added, and further information required from The Church and the clerk to supply useful numbers. Cllr Steve Slater asked if the councillors email addresses can be added to the newsletter, the clerk to seek guidance from LALC on the rules. 

7.5.   Nomination – Letter of Thanks – The Clerk handed the letters to Cllr Steve Slater for   delivery. 

7.6.   Annual Parish Meeting – Cllr Jason Stevenson Update - The leaflets have been printed. Delivery of the leaflets will begin Thursday 14 March 2024 by Cllr Jason Stevenson. 

7.7.   Good Things Foundation – Cllr Jason Stevenson – From February 2024 agenda

After discussions, Cllr Mike Sharp asked Cllr David Williams to speak to the library at Boston on how the scheme works, to report back at next meeting. 

8:   Councillors to discuss & resolve the following items:   

8.1   Transforming Road verges into wildflowers – Cllr David Williams

This is to encourage the wildlife in the area, and to have lower maintenance costs. 

After discussions, the councillors agreed for Cllr Richard Austin to speak to Cllr Alison Austin regarding the flowers. 

8.1.1 -    Update at next meeting. 

8.2.   To adopt the following two policies 

a)   Health and Safety Policy 

b)   Media Policy 

•   Both policies were resolved and adopted by all councillors 

8.3    Assets of Community Value for Woodside – Cllr Richard Austin 

8.3.1 -    After discussions the councillors resolved for the clerk to apply for the Assets of Community Value. 
 
9:   Finance

9.1:   Approve Payments of Accounts

•   All councillors resolved for Cllr Mike Sharp to sign the payment list.
•   Payments to be made March 2024 - £ 9,882.27
•   Payments made in between meetings - £729.89
•   Receipts received from 15th February to 13th March - £27,715.61

9.2:   Bank statements – Dated 13th March 2024 

•   Treasures Balance £27,478.95
•   Business Bank Insta £84,338.10

10:   Planning matters: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council – The parish clerk has delegated authority to respond to planning applications, in consultation with the councillors via email. 

To include those received between the day of posting this notice and the day of the meeting 

B/24/0098 – Land at Wallace Way / Scott Drive, The Quadrant - Cllr Jason Stevenson has concerns, the clerk to forward the information to planning.

Cllr Alison Austin – Report – Appendix A

I have not yet returned to attending council meetings since my accident in early December, however I recently had a meeting with Highways Officers at my house. We discussed the concerns of Parish Councils, Wyberton in particular. 

I’ve had requests regarding speed limits in Wyberton, but there is to be a review of the speed limit policy and there will be no changes to current limits until after then.

FYI, the speed restrictions relate to the number of entrances on a specific stretch of that road. 

The other item that I’ve been involved with is pedestrian crossings.  

The one that I obtained several years ago on the A52 from Downtown to the Alban Retail Paris is to be upgraded to a light controlled crossing. Similarly, for the one to be installed from near the Co-op across London Road to Parthian Avenue. We. (Richard and I) agreed the location with a Highways officer before Christmas.
