Minutes taken by the Clerk from a recording at the meeting of Wyberton Parish Council
which was held on Tuesday 20 July 2021, in Wyberton Parish Hall

Present:  Councillors S. Ransome (Chairman), M. Sharp (Vice Chairman), R. Austin, T. Abbot and D. Ransome 

Public forum:   
No press or public attended the meeting

1. Chairman’s remarks 
Parish Hall and garden are looking nice
It was noted that the May minutes stated the start date as 8:19 this should of read 7:19

2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting

4. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
None received

5. Notes of the Parish Council meetings held on Tuesday 22 June 2021: To resolve as a correct record and to authorise the Chairman to sign the official minutes
On proposal from Councillor Abbott and seconded by Councillor Sharp, with no objections all resolved to accept the notes of 22 June 2021, as a correct record of the meeting and gave permission for the Chairman to sign them

6. Lincolnshire County and Boston Borough Councillors
Apologies with a report were sent from Councillor Alison Austin

Councillors comments:
The football game was against Lincoln, the new stadium was in chaos, the carparks were all full, the gates then closed and cars parked on residential streets.
There will be more car parking however these will have parking metres 
Those walking to the stadium did so on A16 where there is no footpath, this being a dangerous situation

There will be discussions at the Borough on what can be done
This is a high-profile match so future games may not cause such problems 
Park and ride would help especially for bigger matches 

Councillor Abbott:
Informed the council that she has been added to leisure in the town centre
School swimming had to be cancelled due to 6 cases of Covid
Summer activity brochure is now on the Borough website 
There will be a 1940s event in the town centre this coming weekend 24 June

Councillor R Austin:
The Buoys project opened 2 weeks ago and they are looking splendid 
On the same weekend the Platform opened at the Pilgrim memorial which is a splendid piece of engineering and art
Last weekend opened the footpath trial, maps available from the guildhall
There are discussions as to whether to extend the Alliance with South Holland joining resources with Boston Borough Council
Confirmation that the Boston town deal of nearly £20m has been approved and the 8 projects in it can go ahead
Covid is an ongoing subject being discussed
As part of the Queens Platinum Jubilee, her Majesty has invited towns like Boston to apply for City status
Councillor R Austin, handed out leaflets detailing the Councillor Grant Scheme of up to £1000 for Covid -19 related projects withing the community, and asked for suggestions of who to give leaflets to
Councillor Sharp, suggested the production of a leaflet to be delivered to each household about what help is available
Councillor Abbott asked if a Parish Leaflet would meet the criteria of the grant, it was thought that it would as it would be Covid related

7. Reports from Members of the council
a) Defibrillator parts – Councillor Sharp
The British Heart Foundation has given the name of the owner of the defibrillator at the shop but Councillor Sharp has been unable to contact that person. 
The unit has not been checked since October 2020
Are the Council happy to take it over? If so, parts will need to be ordered at a cost of approximately £500
All agreed that Battery & Pads should be ordered

b) Litter Picking & Bins – Councillor R Austin
There was a question over one bin whether it should be moved however it is being used by walkers, cyclist and truck drivers parking at night on the corner New Hammond Beck Road

Planning matters: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council - To include those received between 14 and 20 July 2021
b) B/21/0276: Ext. 22/7: Application under s.73 for the variation of Condition 2 (Approved Plans) of planning permission B/18/0433 (Erection of single storey storage unit and associated car parking) at My Lockup, Boardsides, Wyberton Fen, PE21 7NY

11. Correspondence and requests received
a) Queens Platinum Jubilee 2022
Councillor R Austin suggested the Chairman planting a tree to mark the occasion
To be included on the next agenda

b) Grass Cutting – To discuss each area 
Allerton court – Councillor R Austin to write to LHP
Collingwood grass area now has a sign showing it is owed by LHP
Woodside – Has been cut by someone else so the regular maintenance company will leave for 2 weeks
Councillor Abbott to ask if the Borough will take it on.
Councillor R Austin stated that he was not happy with the proposed letter to send to all residents
Councillor Sharp asked if the residents around the grass area should be asked if they want to own it
Councillor Austin stated that the council was set up to help residents; should the Parish Council take this on?
Amenity area opposite Wyberton Primary School – Councillor R Austin to write to LHP

Appendix A

Councillor Alison Austin report

Good evening Victoria

I have to give my apologies for this evening’s meeting of Wyberton Parish Council. It clashes with an important Borough Scrutiny meeting.

I had a meeting with the Area Highways Manager, Kyra, this afternoon.

Wyberton topics were the need for a footway on the “missing” section on West End Road.
We have been trying to progress this for some time. She is now going to make a submission to the Capital Strategy Group at LCC. Fingers crossed that they might awaited appropriate funding for this, however nothing ever happens very quickly in Local Government.

Finally we discussed the recent situation with parking and pedestrians in relation to the football match at the stadium last weekend.
Much more information and actual evidence will be required; nothing can happen when there’s only one set of evidence at the moment.

We discussed options. The simplest might be to reconsider the possibility of pedestrian access using the “emergency” exit at the corner leading on to Tytton Lane East.
This whole matter will have to be jointly discuses by the Borough Planning department, the County Council and of course the owners of the Stadium.
Please be assured we will consider ALL possibilities but it is too soon to speculate. At some time there in the future, any relevant parties will be consulted.

Please remember that Wyberton is only one of the five different areas that I have to discuss at these meetings. We were not able. To give this matter much time today.
