You are summoned to attend the Monthly Parish Council meeting, which will be held on Wednesday 9th September 2026, at 7pm at the Wyberton Community Centre Meeting room. 

The business to be dealt with at the meeting is listed in this agenda.

1. Chairman to open the monthly parish council meeting.

 

2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting

 

3. Public Forum: To resolve to suspend the meeting for a maximum of 10 minutes to allow members of the public to ask questions or make short statements to the council

 

4. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests

     

5. Minutes of the Annual Parish Council meeting and Monthly Parish Council meeting held on Wednesday 12th August 2026- To resolve as a correct record and to authorise the Chairman to sign the official minutes.

7. Clerks Report and Councillors Ongoing Items 

7.1 East Coast Community Fund – Solar and Heating works updated – Grant Funding 

• Still waiting for the invoice to be sent in for the battery cupboard, Cllr Allan Fryer has chased this up.

• Ceiling fans – Funding has been granted, waiting for SJG to confirm start date.

 

7.2 Resident complaints regarding the parking on Saundergate Lane Dentist 

• No further update  

 

7.3. Infinis Solar Development – Community Funding 

• Funds have now been transferred to the PC for payment of invoice to K&K 

• K&K have visited the community centre to look at the lock on the PGS, and will advise once they have had chance to investigate.

• The Clerk has been in touch with the ceiling contractor, but no reply. The clerk to chase up for actual start date.

• The clerk has been in touch with SJG, regarding the electrical work needed when the ceiling work commences. 

 

7.4. Update on Speeding on Low Road 

• Nothing to report 

 

7.5. Cuckoo Land Allotments - Cllr Richard Austin

• From the previous meeting Cllr Richard Austin requested this item be put on the September agenda. 

 

7.6. Defibrillator – Outside Community Centre – Cllr Allan Fryer

• Update when available 

 

7.7 Wyberts Park and Green Space Future – Cllr Jason Stevenson

• Update when more information available. (September) 

 

7.8. Internet at Community Centre – To Note

• Nothing to report 

 

7.9.  From the Community Centre Committee Meeting held on 20th June 2026 – To note

• CCTV quotes received, the clerk contacted the second contractor and they reduce the cost of the installation, Cllr Allan Fryer agreed with the clerk to proceed with the lowest quote. 

• The Clerk has been in contact with the contractor and waiting for a start date. 

• Hedge cutting: The clerk has replied to the neighbour regarding the hedge and tree cutting. 

• The clerk has requested the gardener to attend to cut the hedges.

• Update at meeting. 

• Entrance improvements: Cllr Allan Fryer to arrange for flowers to be sited in pots at the community centre entrance. 

• The clerk has been in touch with the contractor about the quote required from the locksmith for regulation locks on the new doors installed, and for work to be completed on the broken main hall doors.

7.10. Community Resilience and Emergency Planning – To Note

• Cllr Mike Sharp sent the report to the clerk. 

• No further update

 

7.11. Community Centre Cleaning – To Note

• This is no longer required as the caretaker / cleaner is now on a phased return to work.

 

8. Councillors to discuss & resolve the following items:

8.1 Recycling Centre – Bittern Lane – Cllr Christabelle Horner

• Regarding the service received at the recycling centre. Seeking advice on what action can be taken. 

• Could Cllr Barry Daish assist with this item?

 

9.   Finance

9.1: Approve Payments of Accounts

9.2: Bank statements – Dated 9th September 2026

 

10. Planning matters: Town and Country Planning Act 114140 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council – The parish clerk has delegated authority to respond to planning applications, in consultation with the councillors via email.
