The business to be dealt with at the meeting is listed in this agenda.

1. To elect a Chairman:  for the ensuring year 2026/2027

 

2. Signing of the Declaration of Acceptance of Office: by the Chairman to be witnessed by the Proper Officer

8. Public Forum: To resolve to suspend the meeting for a maximum of 10 minutes to allow members of the public to ask questions or make short statements to the council

 

9. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests

     

10. Minutes of the Parish Council meeting held on Wednesday 13th April 2026- To resolve as a correct record and to authorise the Chairman to sign the official minutes.

12. Clerks Report – Ongoing Items 

 

12.1: Drainage works at the Community Centre. - Update

  • The clerk has sent all the information to the insurance company and waiting for a reply.
  • Update when more information is available.

 

12.2: East Coast Community Fund - Grant application update 

  • Grantscape, have approved both contractors for the works at the community centre.
  • The clerk has contacted both contractors for a start date.
  • SJG – They state that they will start mid-May, date to be confirmed.
  • JES – They stated that they will be starting in middle of May 2026
  • Update at meeting.

 

12.3 Resident complaints regarding the parking on Saundergate Lane Dentist 

  • The clerk received an email from Cllr Barry Daish on 27th April, stating LCC will inspect the area for yellow lines.
  •  Update at meeting.

 

12.4. Infinis Solar Development – Community Funding – Cllr David Williams

  • Infinis have approved the contractor for the windows and doors at the community centre
  • The clerk has been in contact with K&K windows and just waiting for a start date.
  • The clerk and Cllr Allan Fryer have met with the contractor regarding the ceiling in the community centre, waiting to receive a quote for the works.
  • The clerk is still in the progress of obtaining quotes for fencing around the carpark. 
  • More information when available.  

 

12.5. Chairman’s regalia – Change of pendant to Wyberton colours and logo.

  • The clerk has investigated some options but nothing to report at this stage.

 

12.6. Recycling Bin at Community Centre – From Committee meeting

  • The recycling bin has arrived at the community centre. 
  • The caretaker placed two extra bins in both the main kitchen and the PGS stating for dry mixed recycling. 
  • Update at meeting to see how this is progressing. 

 

12.7. School regarding Yellow Lines 

  • No further update.

 

12.8: Email from Brylaine regarding The Quadrant bus stop

  • The clerk has been in contact with Brylaine,
  • Update when available

 

12.9. Update on Speeding on Low Road 

  • No further update.

 

12.10 Update on Local Government Re-organisation - new unitary authority proposal submitted to central government – Cllr David Williams

  • Update at meeting 

 

12.11. Cuckoo Land Allotments 

  • The clerk has emailed twice and has not received a reply from either Cllr Andy Fisher or Cllr Mike Gilbert. 
  • The clerk sent another email directly to Boston Borough Council.
  • Update when available

 

12.12. Gesture of goodwill to resident’s hedge cutting –

  • The clerk wrote to the resident regarding the hedge cutting. 
  • The resident has replied, stating that a councillor had said that this would be an ongoing agreement and not a gesture of goodwill.
  • The clerk responded to the resident’s email.

12.13 Defibrillator – Outside Community Centre – Cllr Allan Fryer

  • The clerk has emailed all the regular hirers to request their usual attendees for each session.
  • Cllr Allan Fryer to update when more information is available. 

 

13. Councillors to discuss & resolve the following items:

 

13.1 Complaints regarding Wyberts Play Park 

  • The clerk has received two complaints with regards to the playpark.
  • The clerk has emailed all councillors on 26th April with the details and the response that is to be sent to the residents.
  • The clerk has emailed the replies to the residents, waiting to see if anything comes back.
  • What action can be taken for the children to stop anti-social behaviour and to protect the resident homes.

 

13.2. Wyberts Park and Green Space — Future Community Use – Cllr Jason Stevenson

  • To consider looking at what more can be done with Wyberts Play Park and the surrounding green space and developing the area as a valued community space.
  • Improved seating, shelter, planting, biodiversity, accessibility, community use, youth provision, health and wellbeing activities, and whether a small café-supported community hub could help keep the space active and open for longer.
  • Also link to future funding opportunities, including the Queen Elizabeth Trust, which is intended to support and improve community spaces across the United Kingdom.

 

14.   Finance

14.1: Approve Payments of Accounts

14.2: Bank statements – Dated 13th May 2026

14:3: To approve the 2025/2026 End of Year Accounts and the Internal Audit Report (AGAR), for the chairman and the RFO to sign the necessary paperwork. To approve section 1 & 2 of The Local Councils Annual Return, for the chairman and the RFO to sign the necessary paperwork

 

15. Planning matters: Town and Country Planning Act 114140 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council – The parish clerk has delegated authority to respond to planning applications, in consultation with the councillors via email. 

To include those received between the day of posting this notice and the day of the meeting
