You are summoned to attend the Monthly Parish Council meeting, which will be held on Wednesday 12th August 2026, at 7pm at the Wyberton Community Centre Meeting room. 
The business to be dealt with at the meeting is listed in this agenda.

AGENDA
 
1. Chairman to open the monthly parish council meeting.
 
2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
 
3. Public Forum: To resolve to suspend the meeting for a maximum of 10 minutes to allow members of the public to ask questions or make short statements to the council
 
4. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
     
5. Minutes of the Annual Parish Council meeting and Monthly Parish Council meeting held on Wednesday 8th July 2026- To resolve as a correct record and to authorise the Chairman to sign the official minutes.

7. Clerks Report and Councillors Ongoing Items 
 
7.1 Drainage Works – Community Centre – To Note
• As the remaining funds from the funding company have now been allocated to the ceiling fans, drainage works will not be funded at present. 
• To be added to the 2027–2028 budget.
 
7.2: East Coast Community Fund – Solar and Heating works updated – Grant Funding 
• JES installed cabling in the PGS that was not required; this has now been converted to a plug as requested.
• JES visit completed; clerk shown heater operation.
• Contractor has installed the cupboard for the solar batteries, etc., and we are awaiting an invoice.
• Ceiling fans – we are waiting to see if funding will be approved; update to be given at the meeting.
 
7.3 Resident complaints regarding the parking on Saundergate Lane Dentist 
• Cllr Barry Daish advised and the email was sent to the Councillors on 3rd August 2026 with details on the double yellow lines.

7.4. Infinis Solar Development – Community Funding 
• K&K Windows have now installed all the windows and doors.
• The invoice has been sent to the funding company, and we are awaiting the release of funds.
• Infinis have agreed to the ceiling work.
• The Clerk has been in touch with the contractor, who has advised that the work will take at least 7 days to complete. The ceiling work can commence during the October half term. 
• During this period, hirers will not have access to the main hall.
 
7.5. Chairman’s regalia – Change of pendant to Wyberton colours and logo. – to Note
• The clerk to find out prices and to put forward for the 2027-2028 budget 
 
7.6. Update on Speeding on Low Road 
• Nothing to report 
 
7.7 Update on Local Government Re-organisation – To Note
• Government has decided to split Lincolnshire into two sections:
• Boston is now proposed to be included within the southern area of the new Greater Lincolnshire structure.
• Lincoln having its own council: This would create a separate authority for the City of Lincoln, allowing it to manage its own urban services and priorities independently from the wider Greater Lincolnshire area.
• This new area is proposed to include Boston Borough, East Lindsey, and South Holland, alongside South Kesteven and North Kesteven.
Reorganisation Details:
• Abolition Timeline: Expected by 2028 under government reorganisation plans for Greater Lincolnshire. Local Consultations: Reviews are underway regarding creating a new parish or town council to maintain local representation for Boston.
Impact on Existing Parish Councils:
• They stay intact: Parish councils remain the hyper local tier of government, dealing directly with village level matters and community needs.
• Boundary tweaks: Minor changes are proposed to expand existing borders, such as absorbing two small unparished areas south of Boston into Wyberton parish.
• More devolved responsibilities: Parish councils may take on additional local tasks, such as managing parks, public toilets, allotments, and community buildings.

7.10. Wyberts Park and Green Space Future – Cllr Jason Stevenson

7.12.  From the Community Centre Committee Meeting held on 20th June 2026 – To note
• Key box now installed (thank you to Cllr Allan Fryer).
• CCTV quotes received and sent to Cllr Allan Fryer.
• Hedge cutting: clerk has written to the resident.
• Entrance improvements: bunting to be installed for the Summer Fair.
• SMB have confirmed they do not wish to open and close the building, as they do not want responsibility for cleaning.
• Karate, Pilates, Taekwondo and Yoga all have open access to the key box, and all is working fine. 
• Quote requested from locksmith for regulation locks on the new doors installed, and for work to be completed on the broken main hall doors.
• Alarm monitoring quotes received and forwarded to Cllr Allan Fryer.
 
7.13 Emergency Delegation Scheme – To Note
• Nothing to report 
 
7.14 Community Centre Cleaning – To Note
• One quote received at a cost of £300+ per week – Too expensive 
• To find other cleaning companies to get quotes 
 
7.15 Caretaker / Cleaner – To Note
• This matter is being managed by the Staffing Committee
• A back to work meeting has taken place 
• A further update will be provided after the next review on the 18th August 
 
8. Councillors to discuss & resolve the following items:
 
8.1 Staffing Committee – To Note
• Cllr Mike Sharp has resigned from the Staffing Committee by personal choice.
 
8.2 Staffing Committee – Appointment of Representatives (Co opted)
• To appoint representatives (co opted) to the Staffing Committee for the ensuing year 2026–2027. 
• Due to low numbers of councillors currently serving on this committee, the council will co opt a councillor to ensure the committee is properly supported.

10. Planning matters: Town and Country Planning Act 114140 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council – The parish clerk has delegated authority to respond to planning applications, in consultation with the councillors via email.
