You are summoned to attend the Monthly Parish Council meeting, which will be held on Wednesday 8th July 2026, at 7pm at the Wyberton Community Centre Meeting room. 

The business to be dealt with at the meeting is listed in this agenda.

AGENDA

1. Chairman to open the monthly parish council meeting.

2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting

3. Public Forum: To resolve to suspend the meeting for a maximum of 10 minutes to allow members of the public to ask questions or make short statements to the council

4. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests

5. Minutes of the Annual Parish Council meeting and Monthly Parish Council meeting held on Wednesday 10th June 2026- To resolve as a correct record and to authorise the Chairman to sign the official minutes.

7. Clerks Report and Councillors Ongoing Items 

7.1: Drainage works at the Community Centre. – To Note.

• Cllr David Williams mentioned that there is approx. £6k left on the infinis grant and to see if they would cover the costs for the repairs. 

• Cllr Allan Fryer Chairman has been in contact with Cllr David Williams with regards to the infinis grant for the drains, and would it be more cost effective if the remaining of the funds go towards the axillary items needed for the solar panels.

7.2: East Coast Community Fund - Grant application update 

• Update on the grants 

• SJG – All the solar panels have now been installed, and the invertors and batteries installed. 

• SJG have sent all the relevant information to send to the electric company.

• A contractor is installing the unit required for the invertors and batteries. 

• The clerk has asked SJG for a quote for a ceiling fan, as the cloakroom gets very hot.

• The clerk has been in contact with SJG asking for quotes for the alarm system and monitoring, CCTV – To be emailed when received.

• JES – The heaters have now all been installed; the contractor will be visiting the community centre to show the clerk how they work. 

• The clerk has asked for the extra cabling that has been installed in the PGS to be converted to a plug. 

• JES will be attending the community centre on the 10th July to explain how the heaters work. 

• Update when more information is available 

7.3 Resident complaints regarding the parking on Saundergate Lane Dentist 

• From the previous meeting, Cllr Barry Daish mentioned that the survey could take up to four weeks.

7.4. Infinis Solar Development – Community Funding – Cllr David Williams

• Infinis have approved the contractor for the windows and doors at the community centre

• The clerk has contacted K&K windows asking for a start date, as they were going to start in June, K&K have confirmed the start date will 15th July 2026

• The quote received for the works on the ceiling has been sent to the funding company and we are waiting for confirmation from them that the funding has been approved. 

7.5. Chairman’s regalia – Change of pendant to Wyberton colours and logo.

• The clerk forwarded an email on 25th June 2026 showing different types of boards.

7.6. Update on Speeding on Low Road 

• Nothing to report 

7.7 Update on Local Government Re-organisation - new unitary authority proposal submitted to central government

7.8. Cuckoo Land Allotments

7.9. Defibrillator – Outside Community Centre – Cllr Allan Fryer

7.10. Wyberts Park and Green Space Future – Cllr Jason Stevenson

7.11. Data Protection Responsibilities – Initial Training and Awareness Session (AGAR Assertion 10) 

• The clerk to find a different training scheme for the councillors and staff to attend. 

• Update when available. 

7.12.  Saundergate Lane and Underpass Grass Cutting – To Note 

The Clerk has received more complaints from residents regarding this and has advised to contact Cllr Barry Daish

7.13. Resident Complaint – Play Park – To Note

The clerk has received a further email from a resident regarding the play park, requesting the PC install CCTV and to contact the parents of the children concerned.

The clerk has replied via email, explaining that the PC will not be installing CCTV at present and cannot contact parents as the PC do not know who the children are causing issues.

7.14. Internet at Community Centre – To Note

Cllr Jason Stevenson is inviting companies to quote for the slow and blocked internet at the office and now for the batteries and inventors.

8. Councillors to discuss & resolve the following items:

8.1 From the Community Centre Committee Meeting held on 20th June 2026 – To note

• Events – Summer Fair on 15th August 2026 – All Councillors welcome to attend

• To give regular hirers (Yoga, Karate, Short Mat Bowls and Taekwondo) access to the key box and give a fob to each hirer. The key fob to be linked to their names and for the clerk to run an access report. 

• In the meantime, the regular hirers to have access to the key box and the alarm code. The clerk has written to each of the hirers, explaining their responsibility for opening and closing the community centre. 

• The clerk sent the committee details of a new key box, which has to be to police standard, and upon authorisation from Cllr Allan Fryer (Chairman of Committee) the clerk ordered the new box and Cllr Allan Fryer installed the box. The new code to be sent to users.

• The clerk has contacted GBSG and SJG for quotes on a CCTV unit in the hallway facing towards the main doors of the community centre.

• The clerk wrote to the neighbour alongside the community centre asking for their hedge bush to be cut – Not received a reply. 

• Cllr Allan Fryer mentioned that the community centre entrance is not inviting, and for planters to placed at the front of the centre, and bunting to be hung. 

8.2. Emergency Delegation

To review and resolve the proposed scheme, enabling the Clerk (in consultation with the Chairman or Vice Chairman) to take necessary urgent action and report decisions to the next full council meeting. 

8.3. Cleaning for Community Centre

The clerk has emailed three local cleaning companies but has only heard back from one of the companies.

The clerk to send quotes through when received.

Cllr Jason Stevenson knows someone that might be able to help in the interim. 

8.4. Orchard Trees – Five Free of Charge

The clerk has sent an email to all councillors on the 1st July regarding the orchard.

10. Planning matters: Town and Country Planning Act 114140 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council – The parish clerk has delegated authority to respond to planning applications, in consultation with the councillors via email.
