Minutes taken by Val Austin Clerk, at the meeting of Wyberton Parish Council, which was held on Tuesday 10th January 2023 at 7pm in Wyberton Community Centre 
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)

Present: Cllr Mike Sharp (Chairman), Cllr Hev Ainsworth, Cllr Jason Stevenson, Cllr Steve Slater, Cllr John Smith, Cllr Richard Austin (arrived 19.01pm), Cllr Alison Austin (arrived 19.04pm) & The Clerk, Val Austin.

The meeting was called to order at 7pm

1.   Chairman to open the meeting:

Hello & Welcome to you all & welcome to the members of the public.

Councillors & members of the public introduced themselves to each other.

2.   Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting:

•   Cllr Paul Lote – Due to illness

3.   Public Forum: To resolve to suspend the meeting for a maximum of 10 minutes to allow members of the public to ask questions or make short statements to the council.

Four members of the public were present. – Public forum started 19.04pm.

•   One member of the public asked if the parish council should apply for the registration & community value, for a piece of land which they feel is a visual value to the community.
•   The registration expires in March 2023.  (Which was applied for in 2017) 
•   The clerk has the numbers of the residents to which this refers
•   To be discussed at the next parish council meeting in February 2023.
•   One member of the public has asked out of curiosity, where the new Aldi will be situated.

Cllr Jason Stevenson mentioned by the new McDonald’s by the Tesco roundabout.

The public Forum finished at 19.13pm.

4.   Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests:  - None received.
    
5.   Minutes of the Parish Council meeting held on Tuesday 13th December 2022- To resolve as a correct record and to authorise the Chairman to sign the official minutes. With no objections, 

Cllr R Austin proposed & Cllr S Slater seconded, to resolve to accept the minutes as a correct record of the meeting & gave permission for the chairman to sign the minutes.

6.   Lincolnshire County and Boston Borough Councillors Comments 

i.   Cllr Mrs Alison Austin:  - 

•   Q2 – Second phase of the Quadrant will come through West End Road, up to the new roundabout, this will go to public consultation.
•   Ward walk, with Cllr Davies & highway officers, it was agreed to resurfacing Tytton Lane East.
•   Road Dyke, will do something about it
•   Trying to get a footway on West End Road, but does not seem possible as it will cost £1 million to do.
•   A16 crossing has been turned down, Children to St Thomas school will walk along London Road to the puffin crossing from spirit of endeavour to London Road.
•   A16, Jakemans Football Stadium have put in an application for travel, highway officer is aware.
•   Cllr A Austin suggested that Wyberton Parish Council write to Highways with regards to the crossing on London Road, by the Coop to advise that is where the crossing should go.
•   Cllr M Sharp, suggested that The Clerk contact Highways asking if they already have a place in mind & suggest the drop kerb by the Coop.
•   Cllr S Slater, mentioned to Cllr A Austin that West End Road is frustrating, as there is only a grass verge along a stretch of the road, making the road dangerous for walkers & bike users. When a someone dies because there is not a pavement along West End Road, it will be on LCC’s head.  Yet the highways are finding the money to repair a road that has about 6 cars a week going down the road. Not acceptable.
•   Cllr M Sharp, mentioned that it would be ideal for Wyberton village to encourage more people to walk / cycle.
•   Cllr A Austin, mentioned that Brylaine should start a bus service along West End Road, Cllr J Stevenson mentioned that a service is already in place, bus numbers B8 & B8X, however a bus stop is required along West End Road. The bus service is every 40 minutes.
•   Cllr A Austin left the meeting at 19.55pm.

ii.   Cllr Mr Richard Austin: - 

•   Wyberton Parish Council should write to highways about West End Road.
•   Wyberton Parish Council should write to Aldi asking what their contribution will be for the cost of repair, ask where & how are the residents coming to their new store.

7:   Update on Items from previous agendas: 

a)   Guttering / Facias – Work to begin 16th January 2023

b)   Christmas Fayre – Cllr R Austin, amazing event, has photos if anyone is interested, Cllr H Ainsworth said it was a success & will learn from this event to take to the next.

c)   Village Warden – The clerk showed the councillors a poster for the advert, all councillors happy for the poster to be used, The clerk to add to the website & noticeboard by the coop.

d)   Noticeboard: - The noticeboard has been put up by the Coop by Cllr John Smith. 

e)   Carpark Signs: - Have been ordered, waiting for delivery.

f)   New furniture – The clerk is looking into tables & chairs for the Community Centre – Ongoing.
            
g)   Heating: - The clerk is looking into cost effective heating – Ongoing.

h)   Website: Cllr J Stevenson has been in contact with DNA & have set up a meeting for the end of the month for update.  – WIFI Cllr J Stevenson is also dealing. Ongoing.

8:   Councillors to discuss & resolve the following items.

a)    Noticeboards – Cllr Hev Ainsworth to update – Will chase up the company for a reply & report back in February meeting.

b)   Coronation Celebration:

•   Ongoing – with the event committee – Update at next meeting.
•   Cllr M Sharp, suggested Give a gift, or ticket event.

c)   T V Licence: Does the community centre require a TV Licence?

•   Cllr J Stevenson mentioned there is a new legislation with regards to TV licences
•   Cllr M Sharp, mentioned getting a decent screen & USB Stick, NowTV.
•   All councillors resolved to purchase a TV Licence & USB stick or Fire Stick.

d)   Village Crest: Update: 

•   Cllr J Smith, Should the Pincushion Pub be a picture of the new pub or the old pincushion, The pub has a picture of the old pincushion. Ongoing.      

e)   Village Gateways: Cllr S Slater to update:

•   Cllr S Slater mentioned that the Parish Council has received two quotes from two companies, both sets of gates guaranteed low maintenance.
•   Cllr M Sharp, asked The Clerk to re-circulate the quotes to the councillors
•   Cllr R Austin mentioned that LCC are doing a program that the installation could be done Free of Charge. Ongoing.
•   Cllr S Slater mentioned that he has been out with the County Councillor & agreed to where the gates would be placed.

f)   Walkaround Village: A52 – B1397 - Walkaround.

•   Cllr S Slater mentioned that a walkaround in the above area is required before the next meeting.

9.   Finance

a.   Approve Payments of Accounts:

•   Payments to be made January 2023 - £3,865.00
•   Items paid in between meetings - £1,456.00
•   Payments received Dec 22/ Jan 23 - £1,746.50

b.   Bank statements – dated 10th January 2023 

•   Treasurers Account Balance £11,209.88
•   Business Instant Account Balance £105,713.79

10.   Planning matters:

Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council – 

To include those received between the day of posting this notice and the day of the meeting.

No planning discussed at meeting.
       
11.   Next Meeting: Tuesday 14th February 2023, Monthly Parish Meeting. 

12.   Any other matters for discussion on the next agenda 

•   Cllr S Slater mentioned the Bread & Butter Thing, in partnership with Boston Borough Council.

Cllr M Sharp, would like more information, as New Life do something similar.

•   Cllr R Austin, has asked if Wyberton had received the invoice for the referendum, The clerk advised that this has not been received.
•   Cllr S Slater has had a meeting with The Pincushion to host a Public event, which is separate from the annual Parish event. To be held early February 2023.
Cllr M Sharp, mentioned that the event will be supported by Wyberton Parish Council.

With no other matters the meeting closed at 20.07pm
