Minutes taken by Val Austin Clerk, at the meeting of Wyberton Parish Council, which was held on Tuesday 13th December 2022 at 7pm in Wyberton Community Centre
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)
Present: Cllr Mike Sharp (Chairman), Cllr Jason Stevenson, Cllr Steve Slater, Cllr Richard Austin & The Clerk, Val Austin.
The meeting was called to order at 7pm
1. Chairman to open the meeting:
Hello & Welcome to you all.
2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting:
• Cllr Hev Ainsworth – Prior Engagement
• Cllr John Smith – Due to Holiday
• Cllr Paul Lote – Due to illness
3. Public Forum: To resolve to suspend the meeting for a maximum of 10 minutes to allow members of the public to ask questions or make short statements to the council.
One member of the public was present.
4. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests:
5. Minutes of the Parish Council meeting held on Thursday 10th November 2022- To resolve as a correct record and to authorise the Chairman to sign the official minutes. With no objections,
Cllr J Stevenson proposed & Cllr R Austin seconded, to resolve to accept the minutes as a correct record of the meeting & gave permission for the chairman to sign the minutes.
6. Lincolnshire County and Boston Borough Councillors Comments
i. Cllr Mrs Alison Austin: - The clerk received a report from Cllr A Austin, the report had been emailed to all councillors prior to the meeting. The chairman thanks Cllr A Austin for the report. – See Annex A
ii. Cllr Mr Richard Austin: -
• Winter Fuel Payment, to be paid via BBC (Benefit related) – if payments not received by 13 January 2023 to phone 0800 – 7310160
• Everyone is being encouraged to get the winter vaccinations.
• Government funding – Successful year on getting funding
7: Update on Items from previous agendas:
a) Football – A16: The clerk has written to LCC. They have responded & looking into.
b) Guttering / Facias – Work to begin 9th January 2023.
c) Parthian Avenue – The clerk to re-write the letter to LHP for approval from all councillors,
Cllr S Slater has been in talks with LHP. To confirm what was discussed before letter is raised.
d) Village Warden – The clerk to get quotes from various handy people – In progress
e) Noticeboard: - The noticeboard has been put up by the Coop by Cllr John Smith.
f) Carpark Signs: - Have been ordered, waiting for delivery.
g) Village Crest – Cllr John Smith to update on design – In January meeting
h) New furniture – The clerk is looking into tables & chairs for the Community Centre – Ongoing.
i) Heating: - The clerk is looking into cost effective heating – Ongoing.
8: Councillors to discuss & resolve the following items.
a) Coronation Celebration – Update on celebrations – To be discussed in January 2023
b) Noticeboards – Cllr Hev Ainsworth to update on the noticeboard for the front of the community centre – To be discussed in January 2023
c) DNA Website: - To discuss the prices for the website / Hosting.
• The logo for the community centre to be tweaked, more work required on logo
• Prices from DNA – Branding - £850 plus VAT
• Prices from DNA – Website design £1080 plus VAT
• Councillors proposed & all agreed to the above prices with the new website & logo
• Cllr Jason Stevenson to deal directly with DNA
• Cllr Jason Stevenson will also be dealing with the WIFI for the community centre, to improve the signal.
• The clerk to write to Lightspeed with regards to the poor condition of the tarmac in the carpark.
d) Petition for Parish Poll: - Following the petition received, as Wyberton residents & electors we call on Lincolnshire County Council to keep the A16 roundabout at Kirton until Boston is Bypassed: Yes, or No?
• Cllrs R Austin & M Sharp, agree that this was a waste of money, the county councillors are aware of the problems.
• Cllr M Sharp has said that the poll did not meet legal requirements, however the poll date has been set by BCC. The poll to take place in the meeting room at the community centre.
e) Code of Conduct: To be adopted
• All councillors have read & agreed to the adopted Code of Conduct.
11. Finance
a. Approve Payments of Accounts:
• Payments to be made December 2022 - £5,981.12
• Items paid in between meetings - £2,852.84
• Payments received Nov/Dec 22 - £1,562.50
b. Bank statements – dated 13th December 2022
• Treasurers Account Balance £17,752.26
• Business Instant Account Balance £105,668.63
c. Draft Budget for 2023-2024 - The finance committee have requested the headings of the budget be changed, the clerk to deal & re-issue.
d. The finance committee agreed to keeping the precept the same as the previous year at £56,500.00. – All councillors agreed to this amount.
12. Planning matters:
Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council –
To include those received between the day of posting this notice and the day of the meeting.
No planning discussed.
13. Next Meeting: Tuesday 10th January 2023, Monthly Parish Meeting.
14. Any other matters for discussion on the next agenda
• Cllr Richard Austin mentioned the kerb on the carpark, to be added to the next Wyberton Community Centre committee for discussion.
• Cllr S Slater mentioned The Village gates, to be added to January 2023 agenda.
With no other matters the meeting closed at 20.02pm
Annex A:
Wyberton Parish Council 13 December 2022
I have had been very busy as Chairman of Lincolnshire County Council over the last couple of weeks. Currently there is nothing specifically relating to Wyberton to report.
I have a “Ward Walk” rescheduled for the New Year but of course that covers my Division and not just Wyberton. This will be with various officers and the Executive member for highways. I have some ongoing matters relating to Wyberton that I will be including then.
Please remember that you / residents should report Highways faults directly using Fix my Street. This is the fastest way of getting action, It is advisable to give an email address so that updates can be emailed directly to you.
Anyone who is interested can always download the meeting from meetings of Full Council or any committees from the LCC website (www.lincolnshire.gov.uk). That way you /they can read the officer or any other reports and be more aware of what is going on. The reports by members of the Executive at Full Council provides a particularly comprehensive snapshot of what is / has been happening.
There are several committees that I’ve not had much involvement with over the years. One thing that effects everyone, of course, is matters relating to health.
Congratulations on the recent community event in the hall – This is a new venture for Wyberton. Well done for initiating it.
