2.   Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting

3.   Co-Opting 

i.   To consider the application for the casual vacancy on the council & co-opt a new councillor

ii.   To receive the signed acceptance of office from the newly co-opt councillor.

4.   Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
     
5.   Notes of the Parish Council meetings held on Tuesday 12th October 2021 & 21st September 2021: To resolve as a correct record and to authorise the Chairman to sign the official minutes.

7.   Reports from Members of the council

a)   Winter grass cutting at Cuckoo Land: Update from Cllr R Austin

b)   Grant Scheme for Wyberton Booklet: Update required, Cllr M Sharp

c)   Litter bin request opposite the Coop: Update required

d)   Boston Borough Council Pole Lights – Yarborough Road: Update required, Cllr M Sharp.

Streetlight been hit by a vehicle, Estimated cost of repairs £600.00 plus VAT.

To be replaced by 19 LED lantern by an all-night photocell. 

The clerk received a telephone call from a parishioner with regards to this light being out of action, as they are partially sighted & require a light at night, especially as it is now coming into winter & darker nights.

e)   Dead end sign at Saundergate Park: Update, Clerk has written to BCC Highways, has not received a response.

f)   Name of the Hall: To discuss if the name should be changed: Update required.

g)   Visibility of Parish Hall from the Road: New sign & gates: Update required.

h)   Slimming World advert on gate: To discuss: multiple user sign by the gate, update required.

8.   Finance

a)   Approve Payments of Accounts

b)   Bank statements 

c)   Bank Mandate: Update: Clerk has not heard back from Lloyd’s bank with regards to having access to the bank or being able to set up a debit card for the parish.

d)   Broadband / WIFI – To discuss: The broadband is very slow in the office, needs to be looked at as the Wi-Fi printer does not respond, the laptop has to be connected by a lead to get the printer to print.

e)   Compost Bin for Garden – To discuss: Instead of putting the green waste in a corner of the garden (messy pile) to have an actual bin for composting. Prices start from £30.00 for a 300-litre bin.

f)   Facebook Page: - To discuss: Can Wyberton Parish Hall have a Facebook page. Run by the Hall administrator. (Social media policy is required) 

g)   Repairs for / to Hall – To discuss: Repairs needed as follows:

i.   Wooden Fascia vent holes, a couple have come out & one is out, needs repairing.

ii.   Guttering needs cleaning, weeds are growing out of some areas, by the kitchen of the main hall the overflow pipe is leaking. Needs attention

iii.   By the parish office slipped slate resting on gutter.

iv.   Moss & mud on pavement, hazard for slipping & dirty for car park, to be pressure washed?

v.   Ladies Toilets: has one toilet out of action, problems with leaking, has been resealed previously, but still leaking.

vi.   Ladies Toilets: Has a lid missing from one cubicle.

vii.   Ladies Toilets: Has one plug detached from sink, needs repairing.

viii.   Kick boards are missing from some doors. To be replaced.

ix.   Instead of buckets for cigarettes, have an upright or wall mounted ashtray, Prices start form £15.00 from Amazon (Wall Mounted) 

x.   In the hall entrance, have an upright hand sanitizer instead of a bottle on the table, or wall mounted sanitizer unit. Prices start from £15.00 from Amazon (Wall Mounted) 

xi.   In the hall entrance, instead of a bucket for umbrellas to have an umbrella stand. Prices start from £20.00 from Amazon.

xii.   Kettle in the main hall kitchen broken, require a new kettle.

xiii.   Sign by the main door for Hall bookings is incorrect, need correct signage

xiv.   Sealant on main kitchen hall door needs resealing, when it rains the kitchen floods by the door,

xv.   Fluorescent light in main hall needs replacing.

xvi.   Fluorescent light in parish office, keeps flickering, needs attention. 

9.   Planning matters: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council - To include those received between the day of posting this notice and the day of the meeting

Application No: B/21/0039 – Dated 25th October 21 – Land off Wyberton Low Road, Wyberton, Boston, PE21 7SF – Councillor Richard Austin, has advised Boston Borough Council Planning Department that this is not under Wyberton Parish Council. 

Application No: B/21/0450 – Dated 14th October 21 – 106 West End Road, Wyberton, Boston, PE21 7LP – Rear Extension & alterations at the above address.

Application No: B/21/0459 – Dated 20th October 21 – Proposed development of 16 dwellings & associated infrastructure at Land to the rear of Healey Close, Wyberton, PE21 7NS

Application No: B/21/0468 – Dated 1st November 21 – Proposed residential dwelling at Land adj to Holly House, 84 Causeway East, Wyberton PE21 7AR.
