September 2026 Draft Minutes

Minutes taken by the Clerk Mrs. Val Austin. for the Parish Council meeting at Wyberton Parish Council, which was held on Wednesday 9th September 2026 at 7.00pm at Wyberton Community Centre
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)

 

Present: Cllr Allan Fryer (Chair), Cllr Colin Clarke (Vice Chair), Cllr Christabelle Horner, Cllr Maxine Stones (arrived 19:03pm), Cllr Jason Stevenson, Cllr Richard Austin, Cllr David Williams, Cllr Mike Sharp and the Clerk Val Austin.

 

Also present:   Cllr Barry Daish – Lincolnshire County Councillor

 

The meeting was called to order at 19:00pm

 

1. Chairman to open the monthly parish council meeting. Cllr Allan Fryer opened the meetings and welcomed everyone for attending.

2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting.

  •  No Apologises, all in attendance

 

3. Public Forum: To resolve to suspend the meeting for a maximum of 10 minutes to allow members of the public to ask questions or make short statements to the council

  • There was no public forum

 

4. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests

  • No declarations of interest were made.

    

5. Minutes of the Annual Parish Council meeting and Monthly Parish Council meeting held on Wednesday 12th August 2026- To resolve as a correct record and to authorise the Chairman to sign the official minutes.

  • Cllr Mike Sharp proposed, Cllr Christabelle Horner seconded, and all councillors resolved for Cllr Allan Fryer to sign the minutes as a true record.

 

6. Lincolnshire County and Boston Borough Councillors Reports

a. Cllr. Barry Daish - Mentioned the following:

Local Government Reorganisation (LGR): LGR has been put on the back burner, not cancelled. Borough and other elections will proceed next year, but county councillor elections are paused until LGR is resolved.

Wallace Way Road Scheme: Discussions with highways have moved the issue to the TRO (Traffic Regulation Order) team for review. The parish council is asked to gather ideas for a road scheme, such as double yellow lines, to manage parking issues related to the football stadium and HGV parking. This will be added to the next meeting's agenda.

 

b. Cllr. Richard Austin – Mentioned the following:

Tour of Britain Cycle Race: The event was considered a success for Boston

2030 Anniversary of Boston, Massachusetts: The founding of Boston Massachusetts is underway and more information is expected in the next few years.

West End Road/London Road/Saundergate Junction: There are ongoing issues at this junction. A proper traffic assessment is now considered reasonable, especially with the new housing and commercial development planned off West End Road.

Land off West End Road: 32 acres of Land for housing and commercial development, offered off West End Road. It is the first stage of Q2, now the old Quadrant is virtually completed.

7. Clerks Report and Councillors Ongoing Items
 

7.1       East Coast Community Fund – Solar and Heating works updated – Grant Funding

  • Still waiting for the invoice to be sent in for the battery cupboard, Cllr Allan Fryer has chased this up.
  • The invoice has now been received and is on the payment list for authorisation.
  • Cllr David Williams asked if the PC would like the invoice to go to the funding company.
  • The Clerk to send the invoice to Cllr David Williams.
  • Ceiling fans – Funding has been granted, waiting for SJG to confirm start date.

7.2       Resident complaints regarding the parking on Saundergate Lane Dentist

  • Cllr Barry Daish mentioned, Consultation period closed last week, and only received one comment, which was Cllr Allan Fryer. The next stage is public consultation, which will remain open till October 2026.  Once both consultations have been concluded, they will review the feedback before considering any amendments to the restrictions.
  • It is all in hand. Looking at end of October or even November, it is a long process.
  • Cllr Allan Fryer mentioned that the double yellow lines stopped literally outside the dentist, but that would not have enough of an effect, and asked for a further two meters, to ensure a clearer view.

 

7.3.      Infinis Solar Development – Community Funding

  • Funds have now been transferred to the PC for payment of invoice to K&K
  • £5k has been paid to K&K, and the balance being held until the lock is sorted out.
  • K&K have visited the community centre to look at the lock on the PGS, and will advise once they have had chance to investigate.
  • Cllr Allan Fryer explained about the issue with the locks.
  • The Clerk has been in touch with the ceiling contractor.
  • Works to begin on the 26th October 2026
  • The clerk to contact the hirers, the hall will not be available.
  • The clerk has been in touch with SJG, regarding the electrical work needed when the ceiling work commences.

 

7.4.      Update on Speeding on Low Road

  • Cllr Barry Daish mentioned that all the equipment that went out was not working, so they had to put out further equipment that did work. They have all the information they require and need and the TRO team are processing.

7.5.      Cuckoo Land Allotments - Cllr Richard Austin

  • From the previous meeting, Cllr Richard Austin requested this item on the agenda.
  • As the current situation with Local Government Reorganisation being put on hold, should this item also be on hold.
  • Cllr Richard Austin, asked if the PC is happy to accept the responsibility, and be in control of what is happening.
  • Cllr Mike Sharp mentioned that there is other land in Wyberton that is equally valuable to the local community.  
  • Cllr Allan Fryer mentioned how expensive owning the allotments would be for the parish council.
  • To be placed on October 2026 agenda for a vote.
  • Cllr Richard Austin, suggested all councillors walk around the area before making a decision.

 

                                                                       

7.6.      Defibrillator – Outside Community Centre – Cllr Allan Fryer

  • Cllr Allan Fryer is pleased that the defibrillator has arrived and that he will install.
  • Registration on the Circuit is required.

 

7.7       Wyberts Park and Green Space Future – Cllr Jason Stevenson      

  • Cllr Jason Stevenson mentioned that he spoke to a few parents and suggested a few ideas. Parents are looking for more, The Great Outdoor Gym was suggested.

7.8.      Internet at Community Centre – Cllr Jason Stevenson

  • Cllr Jason Stevenson mentioned that the company wants to come on a Friday and they have a few options.
  • Update when more information available

 

7.9.      From the Community Centre Committee Meeting held on 20th June 2026 – To note

  • CCTV quotes received, the clerk contacted the second contractor and they reduce the cost of the installation, Cllr Allan Fryer agreed with the clerk to proceed with the lowest quote.
  • The Clerk has been in contact with the contractor and waiting for a start date.
  • Hedge‑cutting: The clerk has replied to the neighbour regarding the hedge and tree cutting.
  • The clerk has requested the gardener to attend to cut the hedges, and has agreed to attend week commencing 21st September 2026.
  • Quote received for the boundary fencing, which will be 4ft high, so cars can see the post. 
  • Entrance improvements: Cllr Allan Fryer to arrange for flowers to be sited in pots at the community centre entrance.
  • The clerk has been in touch with the contractor about the quote required from the locksmith for regulation locks on the new doors installed, and for work to be completed on the broken main hall doors.
  • Quote received for £450.00 for both jobs.
  • Cllr Allan Fryer mentioned the Christmas Fair on the 28th November, and would appreciate as much help as possible, we have volunteers helping as usual.

7.10.    Community Resilience and Emergency Planning – To Note

  • Cllr Mike Sharp sent the report to the clerk.
  • No further update

 

7. Community Centre Cleaning – To Note

  • This is no longer required as the caretaker / cleaner is now on a phased return to work.
  • Cllr Allan Fryer mentioned we had temporary cleaners in while the caretaker was off sick.
  • To be removed from further agenda and minutes

 

 

8. Councillors to discuss & resolve the following items:

 

8.1       Recycling Centre – Bittern Lane – Cllr Christabelle Horner

  • Regarding the service received at the recycling centre. Seeking advice on what action can be taken.
  • Cllr Christabelle Horner mentioned that there is no communication between the internet and the recycling centre, with closure times.
  • Cllr Barry Daish mentioned that there is a vote at full council next week, which he will be objecting to.
  • Cllr Barry Daish recommended taking a photo and email him and he will get in touch with the waste disposal at LCC.
  • Cllr Barry Daish to email the parish council with an update.
  • Update when available.

 

9. Finance

​​​​​​9.1: Approve Payments of Accounts

Cllr David Williams proposed, and Cllr Colin Clarke seconded, and all councillors resolved for Cllr Allan Fryer to approve and sign the payment list.

9.2: Bank statements – Dated 9 September 2026

  • Community Account balance - £9,099.06
  • Commercial Account balance - £15,971.38
  • Cllr Allan Fryer mentioned the 2nd Precept will be available end of September or early October 2026.

 

10. Planning matters: Town and Country Planning Act 114140 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council – The parish clerk has delegated authority to respond to planning applications, in consultation with the councillors via email.

To include those received between the day of posting this notice and the day of the meeting

  • B/26/0336 – 165 Causeway PE21 7BS – Emailed all Cllrs 2nd Sept 2026
  • B/26/0524 – Land south of Wallace Way – Emailed all Cllrs 25th Aug 2026
  • B/26/0326 – The Plantation PE21 7AQ – Emailed all Cllrs 24th Aug 2026
  • Councillors did not have any objections to these planning applications.
  • The clerk to reply to planning
  • Cllr Mike Sharp mentioned the traffic at West End Road, and Tesco carpark. The roads to be reviewed, and configured.

  • Cllr Allan Fryer advised that the clerk will be on holiday from 18th September to 25th September 2026.
