Minutes taken by the Clerk Mrs. Val Austin
for the Annual Parish Council meeting and Monthly Parish Council meeting, for Wyberton Parish Council, which was held on Wednesday 13th May 2026 at 6:30pm at Wyberton Community Centre 
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)
 
Present: Cllr David Williams (Chair 2025-2026), Cllr Mike Shape (Vice Chair 2025-2026), Cllr Allan Fryer (Chair 2026-2027) Cllr Colin Clarke (Vice Chair 2026-2027) Cllr Richard Austin, Cllr Jason Stevenson, Cllr Maxine Stones and The Clerk.
 
Also present:   Cllr Barry Daish – Lincolnshire County Councillor
 
The meeting was called to order at 18:30pm
 
Cllr David Williams, Chair opened the meeting, Welcome to all. 
 
1. To elect a Chairman:  for the ensuring year 2026/2027
Cllr Allan Fryer self-nominated to serve as Chair for the ensuring year.
On proposal from Cllr Mike Sharp, and seconded by Cllr Richard Austin, and with no objections, all councillors resolved for Cllr Allan Fryer to hold the position of Chairman for the ensuring year.
 
2. Signing of the Declaration of Acceptance of Office: by the Chairman to be witnessed by the Proper Officer.
Cllr Allan Fryer accepted the Chairmanship, and the form was duly signed and witnessed
 
3. To elect a Vice-Chairman: for the ensuring year 2026/2027
On proposal from Cllr Allan Fryer, and seconded by Cllr Richard Austin, and with no objections, all councillors resolved for Cllr Colin Clarke to hold the position of vice chairman for the ensuring year
 
4. Signing of the Declaration of Acceptance of Office: by the Vice- Chairman to be witnessed by the Proper Officer.
Cllr Colin Clarke accepted the Vice – Chairmanship and the form was duly signed and witnessed.
 
5. To appoint representatives for committees: for the ensuring year 2026/2027
1: Finance Committee – Cllr Richard Austin, Cllr Mike Sharp, Cllr David Williams and 
Cllr Colin Clarke, resolved to sit on the Finance Committee 
 
2: Staffing Committee – Cllr Mike Sharp, Cllr Jason Stevenson, Cllr Maxine Stones, Cllr Colin Clarke, resolved to sit on the Staffing committee
(Cllr Allan Fryer can no longer be part of the staffing committee due to being Chairman)
 
3. Community Centre and Events committee – Cllr Allan Fryer, Cllr Christabelle Horner, Cllr Maxine Stones and Cllr Jason Stevenson resolved to sit on the Community Centre and Events committee.
• Dates for the next meetings will be advised in due course.
 
The Annual Parish Council meeting ended at 18:37pm -

6. Chairman to open the monthly parish council meeting. – Cllr Allan Fryer welcomed everyone to the meeting.
 
7. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting 
• Cllr Christabelle Horner – Due to prior commitment 
 
8. Public Forum: To resolve to suspend the meeting for a maximum of 10 minutes to allow members of the public to ask questions or make short statements to the council
• No members of the public were present
 
9. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
• No declarations of interest 
     
10. Minutes of the Parish Council meeting held on Wednesday 8th April 2026- To resolve as a correct record and to authorise the Chairman to sign the official minutes. 
• Cllr Jason Stevenson Proposed, and Cllr David Williams Seconded and all Councillors Resolved for the Chairman Cllr Allan Fryer to sign the minutes.
 
11. Lincolnshire County and Boston Borough Councillors Reports
 
a) Cllr. Barry Daish 
• Mentioned that the Zigzag lines outside the school have been completed, this was a priority.
• Low Road, LCC highways are dealing with the surveys, update when further information received.
• Highways are also dealing with the double yellow lines and an update when further information available.
• Flooding, Boston Borough Council assembly scrutiny committee, a further meeting is to be held in six months’ time, and Cllr Barry Daish will attend.
• On the apprenticeship scheme, it was noted that only 167 apprentices within the county have requested further information.
b) Cllr. Richard Austin.
• Mentioned Outer Dousing wind farm, the works to begin in 2027-2028, with a cost of £5billion. Charitable organisations can apply for grant aid.
• Outer Dousing team will be working with the school, to get a hands-on experience for wind farms. 
• Boston Woods have been donated 23 acres of land 
• Rosegraph planned footpaths are open.
• The Geoff Molder swimming pool is still under construction.

12. Clerks Report – Ongoing Items 
 
12.1: Drainage works at the Community Centre. - Update
• The clerk has sent all the information to the insurance company and waiting for a reply.
• No further update 
 
12.2: East Coast Community Fund - Grant application update 
• Grantscape, have approved both contractors for the works at the community centre.
• The clerk has contacted both contractors for a start date.
• The Clerk emailed SJG to request approval for the works to begin. SJG responded to confirm they have contacted National Grid and are awaiting a reply.
• JES – The works have been completed and all heaters are now installed. The engineer had understood that an additional heater would be fitted in the PGS; however, this is not the case, although cabling has been installed for one. The Clerk has contacted JES regarding this. JES will attend the Community Centre on 20th May to demonstrate how the heaters operate.
• The Clerk to contact the grant provider to ask whether the Parish Council should pay the invoice and then submit a claim for the funding. 
12.3 Resident complaints regarding the parking on Saundergate Lane Dentist 
• The clerk received an email from Cllr Barry Daish on 27th April, stating LCC will inspect the area for yellow lines.
• As mentioned by Cllr Barry Daish, this matter is ongoing and will be updated once LCC have completed their surveys.
 
 
12.4. Infinis Solar Development – Community Funding – Cllr David Williams
• Infinis have approved the contractor for the windows and doors at the community centre
• The Clerk has been in contact with K&K Windows but has not yet received a start date. The Clerk to chase K&K Windows for confirmation of the start date.
• Cllr David Williams has sent the ceiling quote to Infinis for approval. Once a reply is received, the Clerk can contact the contractor to arrange a start date.
• The clerk is still in the progress of obtaining quotes for fencing around the carpark. 
• More information when available.  
 
12.5. Chairman’s regalia – Change of pendant to Wyberton colours and logo.
• The clerk has investigated some options but nothing to report at this stage.
• The clerk sent photos of different options to the councillors, dark wood, Oak and acrylic. 
• Councillors agreed for the clerk to investigate a plain square in Oak board
• Cllr Barry Daish mentioned that Frampton have a board and will make enquiries.
• Councillors resolved that the board would have all the names of previous chairs from 1974 onwards.
 
12.6. Recycling Bin at Community Centre – From Committee meeting
• The clerk updated the councillors that the mixed recycling bin is so far going well.
• This item to be removed from future agendas.
 
12.7. School regarding Yellow Lines 
• Cllr Barry Daish mentioned this in his report.
• This item to be removed from future agendas.
 
12.8: Email from Brylaine regarding The Quadrant bus stop
• The clerk has been in contact with Brylaine but have not received any further details 
• Cllr Barry Daish will speak with Brylaine and advise at the next meeting. 
 
12.9. Update on Speeding on Low Road 
• Cllr Barry Daish mentioned this item in his report
• LCC will be doing surveys and an update when availabe
 
12.10 Update on Local Government Re-organisation - new unitary authority proposal submitted to central government – Cllr David Williams
• This item was discussed by the Councillors
• Cllr Richard Austin mentioned that the decision would be made in July 2026.
• This item is up to the Secretary of State.
• Update when available. 
 
 
12.11. Cuckoo Land Allotments 
• The clerk explained that they had emailed twice and send a letter to Boston Borough Council but has not received a reply.
• Councillors discussed this item in length and resolved for Cllr Jason Stevenson to be the main lead and for Cllr Jason Stevenson to speak with Cllr Andy Fisher
• Update when available
 
12.12. Gesture of goodwill to resident’s hedge cutting –
• The clerk wrote to the resident regarding the hedge cutting. 
• The resident has replied, stating that a Councillor had said that this would be an ongoing agreement and not a gesture of goodwill.
• The clerk has drafted a letter to the resident, explaining that the Parish Council can no longer cut the Beech hedge.
• The clerk to send the drafted letter to Cllr Allan Fryer before the clerk sends the letter to the resident 
• Update when further information is available.
 
12.13 Defibrillator – Outside Community Centre – Cllr Allan Fryer
• Cllr Jason Stevenson mentioned that the local defibrators Coop and Spar shop are both out of order.
• Cllr Allan Fryer mentioned that applications are open from July 2026.
• More information when available.
 
13. Councillors to discuss & resolve the following items:
 
13.1 Complaints regarding Wyberts Play Park 
• The clerk has received two complaints with regards to the playpark from residents.
• Councillors discussed this item at length and advised the clerk that the residents should keep diaries of the incidents, and to contact LHP anti-social behavior team.
• The clerk to reply to the residents with this information.
• Update when further information is available.
 
13.2. Wyberts Park and Green Space — Future Community Use – Cllr Jason Stevenson
• Cllr Jason Stevenson, spoke about a new trust to commemorate the Queens 100th birthday. Communities can apply for funding. 
• All councillors resolved for Cllr Jason Stevenson to lead this project and to put together a plan and present to the full council when available. 
 
14.   Finance
• Cllr Allan Fryer mentioned that the self-funding Friday coffee morning has donated £362.00 to the Christmas Senior meal.
14.1: Approve Payments of Accounts
• All Councillors resolved for Cllr Allan Fryer to approve and sign the payment list
14.2: Bank statements – Dated 13th May 2026
• Community Account Balance £4,566.50
• Commercial Account Balance £45,927.12
• 1st payment received for the precept £37,416.71
 
14:3: To approve the 2025/2026 End of Year Accounts and the Internal Audit Report (AGAR), for the chairman and the RFO to sign the necessary paperwork. To approve section 1 & 2 of The Local Councils Annual Return, for the chairman and the RFO to sign the necessary paperwork
• All Councillors resolved for Cllr Allan Fryer and the proper officer to sign the necessary paperwork
 
15. Planning matters: Town and Country Planning Act 114140 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council – The parish clerk has delegated authority to respond to planning applications, in consultation with the councillors via email. 
To include those received between the day of posting this notice and the day of the meeting
