June 2026 Minutes
Minutes taken by the Cllr Jason Stevenson (via Plaud AI) in the absence of the clerk, minutes typed up by the Clerk Mrs. Val Austin. for the Parish Council meeting at Wyberton Parish Council, which was held on Wednesday 10th June 2026 at 7.00pm at Wyberton Community Centre
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)
Present: Cllr Allan Fryer (Chair), Cllr Christabelle Horner, Cllr David Williams, Cllr Maxine Stones, Cllr Jason Stevenson, and Cllr Richard Austin.
Also present: Cllr Barry Daish – Lincolnshire County Councillor
The meeting was called to order at 19:00pm
1. Chairman to open the Monthly Parish Council Meeting. Nice to see you all, thank you for attending.
2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting.

3. Public Forum: To resolve to suspend the meeting for a maximum of 10 minutes to allow members of the public to ask questions or make short statements to the council

4. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.

5. Minutes of the Parish Council meeting held on Wednesday 10th May 2026.
To resolve as a correct record and to authorise the Chairman to sign the official minutes.

Chairman Cllr Allan Fryer to sign the minutes.
6. Lincolnshire County and Boston Borough Councillors Reports
i. Cllr. Barry Daish: Mentioned:
• Firstly, I have a new job, Chairman of the Definitive Map Statement of Public Rights. I will be overseeing people that are not closing off public rights of way, maps that have been altered to suit people that own it. This starts from September 2026.
• Low Road speed deduction, I have chased the person up at LCC at Lincoln.
The report was read out, stating LCC are currently completing the density assessment, this is expected to be completed by the end of next week.
If the scheme meets the criteria based on the density analysis in the accident area, speed surveys will be requested. Will take about 4 weeks.
• Bus shelters – The mayor and assistant mayor are dealing with it, will go through the mayor’s office and not LCC
• The shelter must be put on the pathway, there is a lot of permissions required. The shelter needs to be where the bus company require the location.
• Councillor Grant Scheme will become available from July 2026. £3k per Councillor, and £15k per project, which I will approve before they go for overall approval.
ii. Cllr. Richard Austin: Mentioned:
• There is round the clock access to council tax and benefit information through the borough council website – Look out for online services.
• An interesting grant Pride of place impact fund, split into 3 types of funds
£5k - £10k where you can 100% grant for small scale quick wind projects, delivering immediate community benefits.
The next fund is £10k-£50k, 80% grant for medium sized projects, enhancing existing community facilities and spaces.
The final fund – is a lasting impact fund at £50k - £75K for larger transformative projects, delivering long term improvements.

7. Clerks Report – Ongoing Issues
7.1 Drainage works at the Community Centre. - Update
• The clerk has sent the decision from the Insurance company to all councillors, which was a no that the insurance company would not cover the cost of the repairs.
• Cllr David Williams mentioned that there is approx. £6k left on the infinis grant and to see if they would cover the costs for the repairs. Waiting for a response from the grant company.
• Update when more information available.
7.2: East Coast Community Fund - Grant application update
• Grantscape, have approved both contractors for the works at the community centre.
• SJG – The scaffolding to go up first, and SJG to go in Thursday 11th June to start the solar installation.
• Cllr Allan Fryer advised Cllr Maxine Stones of the impending work, due to Cllr Maxine Stones classes.
• Cllr Allan Fryer will be in contact with SJG as they install the solar panels.
• The batteries and inverters to be discussed with Simon at SJG to where they will be installed, either inside or in a brick-built building outside.
• JES – The heaters have now all been installed; the contractor will be visiting the community centre to show the clerk and caretaker how they work.
• The clerk has asked for the extra cabling that has been installed in the PGS to be converted to a plug.
• JES will be attending the community centre on the 1st July to go through the installation of the heaters.

7.3 Resident complaints regarding the parking on Saundergate Lane Dentist
• The clerk received an email from Cllr Barry Daish, which the clerk forwarded to all councillors, stating waiting restriction assessment.
• Cllr Barry Daish mentioned that he did not have anything back from the survey as yet, as it would take about 4 weeks to do the survey.

7.4. Infinis Solar Development – Community Funding – Cllr David Williams
• Infinis have approved the contractor for the windows and doors at the community centre
• K&K windows have been to the community centre to measure up and they stated that they would work around the hirers to get the works completed. They say that the works will start mid-June.
• The quote received for the works on the ceiling has been sent to the funding company and we are waiting for confirmation from them that the funding has been approved.
• The information required by Infinis has been sent and waiting for the decision.
• Cllr David Williams advised that when this ceiling work is approved and works start it will be a major job.
• The clerk is still in the progress of obtaining quotes for fencing around the carpark.
• Cllr Allan Fryer mentioned that the Clerk has contacted three companies and have not had any response with quotes.
• Cllr David Williams mentioned that the fencing will have to wait for the time beginning and see if the £6k can be spent on the drains. Waiting for decisions from Infinis.
• This item to go on the July agenda for full council to decide.

7.5. Chairman’s regalia – Change of pendant to Wyberton colours and logo.
• From the last meeting councillors agreed for an oak board with gold lettering, going back to 1974.
• Cllr Barry Daish mentioned that Frampton and Kirton have large boards, and will send a photo of the board to Cllr Allan Fryer
• The clerk has been in contact with a few companies and awaiting replies.
7.6. Update on Speeding on Low Road
• Refer to Cllr Barry Daish report.
7.7 Update on Local Government Re-organisation - new unitary authority proposal submitted to central government
• Cllr David Williams and Cllr Christabelle Horner will be attending the parish council liaison meeting at Boston Borough Council on 16th June 16, 2026, there is no mention of the proposal. Cllr David Williams mentioned that the proposal has gone to the secretary of state for a decision, have not heard anything yet.

7.8. Cuckoo Land Allotments
• Cllr Jason Stevenson mentioned that he has emailed the relevant people concerning this but has not received a reply, but managed to speak to a secretary who stated
they have a devolved management system, basically they pay a rent to Boston Borough Council for using the land, but they manage it themselves and are responsible for the whole thing.
• If BBC contact the parish council about the land, the Parish Council would take over the legal protection of the land, no one can develop the land.
• Cllr Jason Stevenson mentioned that after speaking to other councillors, the cuckoo land might not just be the allotments, it maybe things like bins, footway lights, and other items.
• Now we do not know what will happen until the re-organisation has been agreed.
• Cllr Richard Austin mentioned, the allotment association, they occupy two thirds of the twenty three acres, there is a significant area around it which they do not maintain. That is maintained by the Borough Council and that includes a riparian dyke on the north side up against the rise of new houses. That is going to need an expensive maintenance job in the future, it is a major waterway leading to the boards drain. The borough council have not done no maintenance on their area.
• After much discussion it was agreed that in principle the parish council are in favour of pursuing the possibility of taking on the responsibility of the allotments.

7.9. Gesture of goodwill to resident’s hedge cutting –
• The clerk emailed the resident and has not had any further email communication.
• This item to be removed from agendas and minutes.
7.10 Defibrillator – Outside Community Centre – Cllr Allan Fryer
• Cllr Allan Fryer to update when more information is available.

7.11. Wyberts Park and Green Space – Future – Cllr Jason Stevenson
• Cllr Jason Stevenson will speak to residents, at the coffee morning on Fridays to see what they want. Pull people in and see what they want.

8. Councillors to discuss & resolve the following items:
8.1 Data Protection Responsibilities – Initial Training and Awareness Session
(AGAR Assertion 10)
• To introduce councillors to their responsibilities under Data Protection legislation and to agree that all councillors will complete the free ICO training modules provided by the ICO.
• The clerk to hand out a notice at the meeting with the necessary information.

8.2 To discuss the weight limits on the roads of Wyberton.
• The clerk received an email from Boston Standard regarding the “Sinkhole” on West End Road, and what the thoughts are on the matter.
• The clerk replied stating:
The PC share the concerns of the residents, the PC regularly pass on residents concerns.to Lincolnshire County Council.
• The Clerk, on the advice of Cllr Allan Fryer, has contacted Cllr Barry Daish regarding the diversion sign towards Saundergate. However, HGVs are continuing to ignore the signage. Can a ‘No HGVs’ sign be arranged?
• Cllr Allan Fryer mentioned it needs better signage on the road,
• Cllr Barry Daish, spoke to highways, have a sign stating Not suitable for HGV’s but it is not enforceable.
• Cllr David Williams mentioned bollards at the junctions and if the road could be upgraded.
• Cllr Barry Daish, if the residents keep emailing, build up complaints, if one person complains nothing will get done.
• The clerk to email Cllr Barry Daish requesting what the Parish Council require for West End Road
8.3 To discuss the email regarding Celebrating the rich heritage within our parish
• The clerk received an email, which was sent to all councillors
• Councillors to discuss what they wish to contribute.
• Cllr Richard Austin mentioned a very interesting church in Wyberton, it is a gem of the county, we are applying for brown sign on behalf of the church.
• Cllr Allan Fryer asked Cllr Richard Austin to put together ideas, to include RSPB Frampton, The county parks, Jennys Wood.

9. Finance
• Cllr David Williams asked about the caretaker’s uniform, Cllr Jason Stevenson mentioned that the uniform has been in place for about three years.
9.1: Cllr David Williams proposed, and Cllr Christabelle Horner seconded for Cllr Allan Fryer to approve and sign the payment lists.

10. Planning matters: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council – The parish clerk has delegated authority to respond to planning applications, in consultation with the councillors via email.
