Minutes taken by Cllr Allan Fryer in the absence of the Clerk Mrs. Val Austin
for the Parish Council meeting at Wyberton Parish Council, which was held on
Wednesday 14th January 2026 at 7.00pm at Wyberton Community Centre
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)
Present: Cllr David Williams (Chair), Cllr Mike Sharp (Vice Chair), Cllr Allan Fryer, Cllr Colin Clarke and
Cllr Christabelle Horner.

The meeting was called to order at 19:00pm
1. Chairman to open the Monthly Parish Council Meeting. Good evening and meeting called to order.
Cllr David Williams checked that the recording was working with Cllr Allan Fryer.
2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting.

3. Public Forum: To resolve to suspend the meeting for a maximum of 10 minutes to allow members of the public to ask questions or make short statements to the council
4. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.

5. Minutes of the Parish Council meeting held on Wednesday 10th December 2025- To resolve as a correct record and to authorise the Chairman to sign the official minutes.
Cllr Colin Clarke proposed, and Cllr Christabelle Horner seconded and all in favour for Chairman Cllr David Williams to sign the minutes.
6. Lincolnshire County and Boston Borough Councillors Reports
i. Cllr. Barry Daish: Mentioned
• Natalie Bagley, who works for MP Richard Tice and is also vice chair of Reform, expressed interest in attending parish meetings. After discussion, councillors voted not to invite her to meetings as her position was considered too political for a parish council. She may, however, be invited to other parish events. Cllr Barry Daish will inform her of the decision
• Budgets are being discussed, but rates will not go down but will stay the same at 4.99%.
• We all need to be working together; closeness will be beneficial.

iii. Cllr. Chris Mountain; Mentioned
• More houses are being built, 29 residential units on Low Road, objections due to open land.
• Major developments coming, being a very large shopping district, will attack more businesses, Wyberton is almost creating Springfields.
• A major concern is the roads would not be able to cope.
• Cllr Mike Sharp mentioned that with the road network combined with the railway network 4 times an hour will cause issues.
• Labour have upped the number of houses that Boston have to build for new builds. To be aware of on the radar.
• There will be good news coming, cannot share what it is now, but in August, in Boston, there will be a large event in Central Park for all the parish councils focusing on community and possibly music.
iv. Cllr Mike Gilbert – (Chair) and Cllr Suzanne Welberry (Vice chair) - Community Governance Review Working Group, spoke about the community governance review:
• Cllr Mike Gilbert explained the reason for the visit and explained that a section near St Thomas’ primary school is classed as Wyberton Ward, but not Wyberton Parish and are served currently by Skirbeck, the residents consider themselves to be Wyberton. For the purposes of the new Unitary Authority, WPC need to find out whether these residents want to be in Wyberton Parish or BTAC.
• After much debate, Cllr Mike Gilbert and Cllr Suzanne Welberry left the meeting at 19:24pm.
• Cllr Chris Mountain mentioned that there needs to be a consultation with the residents regarding Wyberton Parish. Cllr Chris Mountain offered to go door to door. A questionnaire needs to be designed and a time frame of 3 months to be applied.
7. Clerks Report – Ongoing Issues
7.1: Drainage works at the Community Centre. - Update
The Clerk to contact the insurance company, update at meeting
• The clerk contacted the insurance company for a claim on the drains, was told that we could not claim unless there was significant damage to the property. The clerk sent details via email to the chair.
• Cllrs suggested that the insurance company should do an inspection of the sinking of the carpark.
• The Clerk to contact the insurance company.
7.2. Replacement Picnic benches to Wybert’s Park - Update
The clerk has been in contact with the contractor regarding the installation of the benches, waiting for a date. – Ongoing
7.3: Grass Cutting. / Email received from resident regarding litter bin, at Granville Avenue. Update
The clerk has chased up LCC, they advised that they do not send this information out and for residents to contact Fixmystreet directly. However, Cllr Mike Sharp supplied a map of the area, and Cllr Jason Stevenson would like detailed information for Parish Online.
• Majority of verges on Parthian Avenue are LHP responsibility
• Any queries or complaints should be referred to FIXMYSTREET
7.4: Land Parthian Avenue – Update
The clerk has been in contact with Browns, and they will advise in due course. – Further chase up 7th January 2026.
• The clerk received an email from Browns with the charges for the inspection, details of the costs were sent to the chairman.
• The parish councils Public Liability will cover the land.
• Cllrs resolved not to go ahead with an inspection of the land.
• The clerk to advise Browns.
7.5. East Coast Community Fund - Grant application update – Cllr David Williams.
The clerk has all the relevant information required for the grant; the clerk will send the necessary paperwork across to East Coast Community fund. The Clerk is in contact with another supplier to quote as three are required – Update when available
• The clerk advised that for the grant 3 quotes were required.
• Another company came to the community centre on the 9th January 21, 2026, awaiting a heat and account engineer.
• Cllr Chris Mountain mentioned about checking the building for ECHP and the suitability of the building. Building needs the correct insulation.
• The clerk to contact a building surveyor for the energy ECHP.
7.6. Setting up New Accounts – Lloyds Bank
The clerk has been in touch with Lloyds Bank, to be told that they needed authorisation from two signatories before they were able to continue. The request was sent to Cllr Mike Sharp and Cllr David Williams to contact Lloyds. Cllr Mike Sharp contacted Lloyds to be told that the Clerk did not need authorisation. Conflicting information from the Bank. Update at next meeting
• Cllr Mike Sharp mentioned that for the Coffee morning and the bookings bank account, should be a Nonpublic account, and not a business account.
• All councillors resolved for the clerk to contact Nat West bank.
• All councillors resolved for Cllr David Williams, Cllr Allan Fryer and the Clerk be signatories on the bookings account.
7.7. Resident complaints regarding the parking on Saundergate Lane Dentist
The Clerk has received a reply from the gym, and they will ensure they will advise their clients to park appropriately.
The clerk has written to LCC regarding double yellow lines – They replied stating that WPC would need to contact their local LCC Councillor. The Clerk has been in touch with Cllr Barry Daish, who requests a map of the area where the double yellow lines are to be placed.
• Cllr Allan Fryer mentioned that the parish council received a letter back from the fitness centre, and they only have one member at a time using the fitness centre.
• The dentist has now got signs up regarding parking.
• Cllr Chris Mountain asked if the PC wanted their community wardens to visit?
• Difficult for residents that live along by the dentist, also it is a dangerous junction.
• Giving the school more protection, this road seems to be more of an A road than C road, as it is being used as a cut through.
• Councillors suggested long double yellow lines down to Granville Avenue and outside the school.
• Cllr Barry Daish suggested that the parish council, the primary school and Cllr Chris Mountain, officially write to him with concerns for the yellow lines and he will contact highways and get the ball rolling.
8: Update on Items from previous Agenda items:

9: Councillors to discuss & resolve the following items:
9.1: To appoint representatives (Co-op) for Community centre and events committee, for the ensuring year 2025/2026
Due to low numbers of councillors in this committee, the council to Co-op councillors into the committee.
• Cllr Mike Sharp proposed, and Cllr Colin Clarke seconded for Cllr Christabelle Horner to join the events committee.
9.2: Infinis Solar Development – Community Funding – To Note
Cllr David Williams is in contact with Infinis, update when available.
• Cllr David Williams shared with the councillors that he has had a zoom meeting with Infinis and there is funding available. No requirement to match fund. Suggestions required for the funding.
• Cllr Allan Fryer suggested the solar speed signs.
• Spend the funds on energy efficiency upgrades to the community centre.
10. Finance
10.1: Approve Payments of Accounts
Cllr Mike Sharp proposed, and Cllr Christabelle Horner seconded for Cllr David Williams to sign the January 2026 payment lists.
10.2: Bank statements – Dated 14th January 2026
Community Account Balance £3,264.21
Commercial Account Balance £30,886.24
10.3: Full council to agree the precept amount £82,193.88 (16% increase) as agreed in the finance committee meeting on the 26th of November 2025.
The clerk sent the figures of the revised tax base to all councillors.
Previously provisionally approved, need full approval before submitting precept to council.
• All Councillors in favour of the precept amount being £82,193.88
11. Planning matters: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council – The parish clerk has delegated authority to respond to planning applications, in consultation with the councillors via email.
