Minutes taken by The Clerk Mrs. Val Austin
for the Parish Council meeting at Wyberton Parish Council, which was held on 
Wednesday 8th October 2025 at 7.00pm at Wyberton Community Centre 
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)
 
Present: Cllr David Williams (Chair), Cllr Maxine Stones, Cllr Christabelle Horner and the Clerk Val Austin.
 
Also present:    Cllr Barry Daish – Lincolnshire County Councillor
Cllr Nick White – Leverton Parish Councillor
 
The meeting was called to order at 19:01pm
 
1. Chairman to open the Monthly Parish Council Meeting.
Welcome, and we are quorate, and we can begin the meeting. 
 
2. Co-opting
i. To consider the applications for the casual vacancy on the council & co-opt a new councillor.
• Cllr Maxine Stones Proposed and Cllr David Williams seconded, to co-opt
 Colin Clarke as Councillor. 
ii. To receive the signed acceptance of office from the newly co-opted councillor.
• Cllr Colin Clarke signed the necessary paperwork. 
 
3. Apologies for absence: To receive and accept apologies where valid reasons for absence have
been given to the Locum Clerk prior to the meeting.

4. Public Forum: To resolve to suspend the meeting for a maximum of 10 minutes to allow members of the public to ask questions or make short statements to the council. Public Forum opened at 19:03pm
- Cllr Nick White from Leverton Parish Council, showed the Councillors the maps of Wyberton, which are over 200 years old, the maps are dated around 1800. The maps are copied onto fabric, with a cost of £250.00, framing would be a separate cost.
Cllr David Williams advised that this item would have to go on the next agenda and thanked Cllr Nick White for attending and showing the council the maps.

5. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
 
6. Minutes of the Parish Council meeting: held on Wednesday 13th August 2025- To resolve as a correct record and to authorise the Chairman to sign the official minutes. (Please note no meeting was held in September) 
Cllr Maxine Stones Proposed and Cllr Christabelle Horner seconded for Cllr David Williams to sign the minutes as a correct record.
7. Lincolnshire County and Boston Borough Councillors Reports
 
i. Cllr. Barry Daish – Mentioned the parking on the Quadrant and the complaints received for parking on match days. After discussions Cllr David Williams requested Cllr Barry Daish to email with the information. Cllr David Williams will speak to Cllr Richard Austin before the next parish council meeting in November.
 
ii. Cllr. Richard Austin – Not present, Cllr David Williams read out a short report. 
Finalising the Local Government Reform proposal that is due to be submitted to the Secretary of State by the end of November.
The redevelopment of the Rosegarth Suare area and the Geoff Moulder Pool complex
 
iii. Cllr. Chris Mountain – Not present.
 
 
8. Clerks Report – Ongoing Issues 
 
8.1. Note for Councillors. – To Note
As you are all aware, the Clerk has been off due to long-term sickness, which has resulted in a number of tasks not being completed. These tasks will be addressed and, hopefully, completed before the next meeting in November 2025.
 
8.2. Planning (Noticeboard) – Update
The Clerk has contacted the solicitors regarding planning and waiting for a reply. No further information at this stage. – Ongoing 
 
8.3 Drainage works at the Community Centre. - Update
The Clerk has consulted with the insurance company and waiting to hear back to who the Parish Councils new account manager is, the clerk to chase this up - Ongoing. 
 
8.4. Chairman’s Regalia – Update 
The clerk has been in touch with Hutson’s, after approval from the Chair, the Clerk arranged with Hutson’s to find a supplier for the gold bar. The Clerk is waiting to hear back from Hutson’s to when the engraving is complete.   Once completed the clerk to find somewhere for the regalia to be repaired, as the main crest has come away from the material – Ongoing. 
 
 
8.5 PGS Chairs - Update
The old chairs, the clerk has contacted Boston Borough Council bulk waste for collection at a cost. Boston Borough Council have replied and stated that there is too much to be collected and they are unable to give a quote – The clerk is looking for someone else to do the collection. The Clerk has also emailed Cllr Chris Mountain for help with Boston Borough Council - Ongoing.
 
8.6. Replacement Picnic Benches to Wybert’s Park - Update
The benches have arrived at the community centre, and they require some cleaning before they can be placed at Wybert's Park.  Cllr Allan Fryer and Cllr David Williams will deal with. – Ongoing.
 
8.7. Grass Cutting. / Email received from resident regarding litter bin, at Granville Avenue. Update
The clerk has contacted LHP and Lincolnshire County Council. Waiting for a response. LCC replied asking why the Parish Council wanted the information, the clerk has gone back advising that we wish to add to our records. The clerk received a reply from LHP with a map showing what they are responsible for, the clerk to chase up LCC for the same information. 
 
8.8 Streetlights – Update
The clerk has been in contact with Boston Borough Council, to start on the transformation of the streetlights to LED.  The clerk received a reply from BBC, the original requests for the lights to be changed have been completed. The parish council have not received an invoice for this as there is some confusion regarding the price from EON and BBC. 
The clerk advised BBC of further lights to be changed to LED and received a reply stating that the most urgent lights to be changed are SOX lights. The clerk to action. 
 
8.9 Land Parthian Avenue – Update
The land has been transferred to Wyberton Parish Council on the 1st of September 2025. The clerk to confirm with Chatterton’s regarding the value of the land (estimate £80k) for insurance purposes with our insurance company – Cllr David Willimas suggested that we get an independent survey on the land cost. The clerk to deal. 
 
8.10. Thank you letter to, Focus Buildings and Bathrooms,
The clerk to write a letter to the above. Cllr Maxine Stones proposed, and Cllr Christabelle Horner seconded the motion. The clerk to deal.
 
8.11 GP Surgery at The Quadrant 
The clerk to find out any information on the planning application which was approximately 2 years ago for a doctor’s surgery at The Quadrant. 
Cllr Mike Sharp mentioned at the last meeting about a surgery along London Road which was rejected due to a dangerous location. Cllr David Willimas has searched the planning portal and has not found anything relevant to this. 
 
 
Cllr David Willimas mentioned that there was nothing to propose at this stage, but going forward will look for funding (local neighborhood plan) this will require an in depth and complex healthcare survey.
Councillors discussed where the Doctors’ surgery would potentially be sited, possible outcome to be West End Road. 
Item to be removed from the agenda and minutes until a further update is available. 
 
9. Update on Items from previous Agenda items: 
 
9.1.  Speeding and traffic / Radar Signs – Meeting update – Cllr Allan Fryer. – Ongoing 
The Clerk emailed Cllr Allan Fryer with the response from The Lincolnshire Road Safety Partnership.
Ongoing. – As Cllr Allan Fryer was not in attendance, item to be moved to November’s meeting. 
 
9.2. East Coast Community Fund - Grant application update – Cllr David Williams.
Waiting for a decision from the grant funding.  – Cllr David Williams mentioned that an answer should be available at the end of October 2025. – More details when available.
 
9.3. Mission statement to be adopted
As agreed in the August meeting, item 3-6 need amendments. – Cllr David Williams said that the statement needs to be shorter. The clerk explained that it would be a good idea to adopt the version that was put forward in August 2025 and review in 12 months’ time. 
Cllrs agreed.  Cllr Maxine Stones proposed, and Cllr Colin Clarke seconded, all in favour. 
 
9.4. Lawnmower Update – Cllr David Williams
Confirm which model the Parish Council are to purchase, previously sent links in an email.
The clerk advised that they had received communication from a garden maintenance company and mentioned that it would be a good idea to contact them for prices of their work. The clerk to set up a meeting with the company and Cllr David Williams. – Update November meeting.
 
10. Councillors to discuss & resolve the following items:
 
10.1 Brown Signs beside the Football Studium – Cllr David Williams
Cllr David Williams mentioned in the August meeting that this item should be on the next agenda for discussion. Boston United have requested the Parish Council’s support for the brown signs to remain with their five-year review by Lincolnshire County Council, proposal for a letter to be sent to Boston Untied in response.
After discussions the Cllrs agreed for the clerk, to write back to the football club with the parish council’s support.

10.2 Burial Ground Grass Cutting for 2026 – Cllr Richard Austin
Cllr Richard Austin would like to discuss the grass cutting contractors for 2026. – This item to be referred to November agenda.
 
10.3 Traffic Lights at West End Road, Saundergate, London Road Junction. – Cllr Richard Austin
Cllr Richard Austin would like to discuss the option to consider traffic lights at the above-mentioned junction, this is due to the amount of traffic at these junctions and how hard it is to get out of these junctions. 
Cllr David Williams spoke to Cllr Richard Austin and spoke briefly about this item, with no conclusion, this item to be referred to November 2025 meeting. 
 
10.4 Closure Order for the Folly Pad Foot pass – Cllr Richard Austin
A closure order for the Folly Pad Foot pass during the Cyden Homes construction work on Tytton Lane East. More details at the meeting.
Cllr David Williams spoke briefly about this item, the foot pass will close temporarily whilst the works are being carried out. Alternative routes will be available. – item to be removed from agenda. 
 
10.5 Resident complaints regarding the parking on Saundergate Lane Dentist – Cllr Allan Fryer
Many residents have complained regarding the parking outside the dentist surgery; vehicles are parking too close to the Junction making it difficult for cars to pull out or to see on coming vehicles making this dangerous. Could a letter be sent to the Dentist or can the PC request yellow lines?
Cllr Maxine Stones mentioned that the car park is not an easy car park to park cars. Approximately 7-8 spaces are available. 
After discussions it was decided that the clerk would write a letter to the dentist.

10.6 All Councillors to attend the Christmas / Traditional Fayre on 22nd November 2025 – Events Committee
A request from The Events Committee – To have a place in the PGS for the Parish Council, to represent the council, the residents to know who their representatives are and if the Parish council can help them in anyway. Cllr David Williams will explain more at the meeting. 
Cllr David Williams explained the concept of the request, to get all councillors interacting with the public. Councillors would take it in turns on two-hour slots. The clerk to arrange a timetable for all councillors over the period. Cllr Maxine Stones requested an early slot.

10.7 Winter Newsletter update 
The clerk emailed all councillors a copy of the latest (winter) newsletter for their approval.
Confirmation of printing and delivery to be arranged. – This item was not discussed. 
Cllr Maxine Stones mentioned that the newsletter is losing money by not advertising companies. All councillors discussed the rates for different size adverts. 
Cllr Maxine Stones proposed, and Cllr Colin Clarke seconded and all in favour for the newsletter to be extended with advertising information. 
The newsletter to be added to the November agenda. 
 
10.8 Wyberton United Charities – Cllr David Williams 
Suggestion of Mrs. Pat Cooper as nomination by the Chair for the re-appointment as a trustee, grounds for nomination to be explained at the meeting.
Cllr David Williams explained that Mrs. Cooper did want to be a trustee and now there is a vacancy. 
Update when available.
 
10.9 Parish Council Briefing Session – Cllr David Williams - Update
  Update on local crime issues and actions
Cllr David Williams explained the various types of crime committed with Boston and surrounding areas, including Criminal damage, Anti-social behavior and farm and livestock crimes, there will be more patrolling around the areas, but there are funding issues. More details when available.
 
10.10 Future of Greater Lincolnshire - Update from an engagement event – Cllr Christabelle Horner
Cllr Christabelle Horner explained the local government reorganisation and the time scales.
Moving away from 2 tier district and County councils. A greater Lincolnshire for all with two new unitary authorities.  Boston, East Lindsey and South Holland district councils are partnering to create a new southern Lincolnshire council. A more detailed plan is due to be submitted by 28th November 2025. More details when available.

Cllr Maxine Stones proposed, and Cllr Christabelle Horner seconded Cllr David Williams to sign both September 2025 and October 2025 payment lists.

12. Planning matters: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council – The parish clerk has delegated authority to respond to planning applications, in consultation with the councillors via email.
